No. You could calculate the current CTR by getting the traffic you get by the position that keyword has vs the total volumes of that keyword and then you can get your CTR but you cannot tell what the traffic would be if you would be in a lower position. Only, If you keep historical data that would be possible.

Based on an analysis performed by Backlinko here are some interesting findings: 1. The #1 result in Google’s organic search results has an average CTR of 27.6%. 2. The #1 organic result is 10x more likely to receive a click compared to a page in the #10 spot. 3. Organic CTR for positions 8-10 is virtually the same. If you are a believer in the opposite then get your content, make sure it's a result of very thoughtful keyword research, make sure you have the correct keyword density not to be annoying or boring for your readers, and tadaam you just became SEO copywriter... but wait, that was the goal anyhow right? to address your audience needs and not be boring or annoying while delivering value. To do this, let’s compare your site to a tower of champagne glasses (yes, like in lavish receptions!). The first glass is your homepage; the glasses at the bottom are your deepest pages. Your “SEO juice” is poured from the first glass. Inevitably, the cups that are close to the top cup (i.e. the homepage), are the ones that receive the most juice.
